ECO4 Flex (Local Authority Flexible Eligibility) allows councils and devolved administrations to refer private tenure households that are low-income, fuel poor, or vulnerable to cold homes for energy efficiency upgrades. It’s designed for residents who don’t receive a qualifying benefit under ECO4 but still need support. Your Local Authority must participate, and approved installers work with energy suppliers to deliver the measures.

Income from all adults (18+) living at the address is counted, including overtime and savings interest.
Examples include Council Tax reduction, free school meals, health vulnerability (NICE NG6), LSOA 1–3, or energy debt. Available proxies depend on your Local Authority.
For residents with long-term conditions (e.g., cardiovascular, respiratory, limited mobility, immunosuppression) referred by the NHS or GP.
For supplier/LA-led schemes approved by the Secretary of State to better identify fuel-poor homes (owner-occupied D–G; PRS E–G).
